The 151 set features exclusively Pokemon from the original region (Kanto) with new artwork.  Unlike in most expansions, Pokémon cards in this expansion are ordered according to the Pokémon’s national pokedex number instead of being grouped by their type (or rarity / alphabetically).  Most importantly it is the first time a set featuring Blastoise has used the same card numbering system across all languages (at least through the non secret rare artworks, after the normally numbered cards they start to be language specific).  This was due to the Pokemon company attempting to globally align the cards in both numberings and release dates.  This card features the numbering 186/165 in Asian languages (Japan, Korea, Chinese (Traditional), Thai, and Indonesian.  While the numbering 184/165 is used in non Asian languages (English, French, German, Portuguese, and Spanish).  To read more about the 151 set visit Bulbapedia and Pokellector.
